The concept emerged after the tragic 2017 and 2018 fires in Santa Rosa, Redding, and Paradise, which led fire-safety specialists to rethink how homes catch fire.

In a powerful Cal Fire demonstration (Defensible Space Demo or Zone 0 Defensible Space Demo), two structures are placed side-by-side: one with ember-resistant design, one without. The result is unforgettable — the protected home stands while the other succumbs within minutes.

Why Zone 0 Matters

Research from CAL FIRE and the Insurance Institute for Business & Home Safety shows that most homes lost in wildfires are ignited by wind-blown embers, not direct flames. These tiny sparks settle into mulch, leaves, or patio décor. Zone 0 turns that space into a barrier rather than a bridge for fire. By replacing combustible materials with stone, concrete, or gravel, homeowners dramatically reduce ignition risk, often without sacrificing curb appeal.

Zone 0 Regulations

Governor Gavin Newsom’s Executive Order directed state agencies to finalize official Zone 0 standards by the end of 2025. That deadline slipped. California’s Board of Forestry approved the regulations in August 2026, then withdrew them from state review on September 8 to make technical edits. As of October 2026, they are not yet in effect. Some cities aren’t waiting, and are building ember-resistant zones into their local vegetation management ordinances and inspection programs. It’s a sign of what’s ahead for property standards statewide. Once the state rules take effect, new construction would be covered first, and existing homes would get about three years to comply.

Creating Your Own Ember-Resistant Zone

You can start today with these simple steps:

Replace mulch with gravel, stone, or decomposed granite.
Remove plants, firewood, and decor within five feet of structures.
Use hardscape borders as fire breaks.
Seal gaps and vents with ember-resistant screens.
Choose non-combustible materials for fences and siding near the home.
Keep gutters clean and roofs debris-free.
